In Casino Royale starring Daniel Craig, Vesper declines giving Bond the extra $5 million to buy back into the poker game. Meaning, James is out of the game. Felix of the CIA gives Bond the 5 million to buy back into the game. His exact words to Bond are, "Does it look like we need the money?"
So why is "M" of MI6 so concerned about having the funds transferred when the money doesn't belong to the British Government? It belongs to Bond. At the very least the CIA.
