HUNGER GAMES MAIN PLOT QUESTION

In the first Hunger games, Katniss volunteers to save her younger sister from The Games.
Her younger sister is about the same age as Rue, maybe a year older. 
Which begs the question...

Why didn't anyone in Rue's District volunteer for Rue?
